Eastend Neighborhood Revitalization

EHI Consultants is conducting a feasibility study of the Eastend Neighborhood which is one of Lexington’s oldest and culturally significant historic African American Neighborhoods. The Third Street area once served as a major social and economic hub for this neighborhood which has experienced a physical and social decline for the last 40 years. The feasibility study is designed to compliment efforts of the Community Ventures Corporation that is presently underway or planned. EHI is developing a set of planning strategies that can serve as the catalyst that is needed for the revitalization of the Third Street corridor, back into a thriving neighborhood business district. The revitalization of the East End Neighborhood – Third Street corridor and a comprehensive neighborhood plan are inextricably linked together through an urban design and neighborhood revitalization planning strategy.


The role of EHI is to develop an East End neighborhood feasibility study, with the goal to provide a planning document that will lead to a comprehensive neighborhood plan with the vision of what the the East End corridor could and should be. It is important that goals and strategies be developed to build upon the existing businesses and cultural strengths and provide improvements. The goals and strategies proposed will not be limited to reinforcing uses but will also make recommendations that identify the market for additional retail, office and civic and residential uses.

The feasibility study will develop a project approach that will be used in the development of the East End Neighborhood Plan. The feasibility study will detail the approach that is most effective in the development of the neighborhood plan. The project approach will be used to guide the work in a manner that will achieve meaningful results based on a project vision and goals.
